Overview
Pre-Contract Review is where you decide whether an invited agency must pause after finishing onboarding so your team can manually review what they submitted before the producer agreement goes out for signature. Turning the gate on gives compliance, legal, or operations a final checkpoint to validate each agency and pick the right agreement before signing begins.
What is Pre-Contract Review?
Pre-Contract Review is an optional onboarding gate. When it is on, an invited agency that finishes the Licensed Agents step (the last data-collection step) is held on a waiting screen until your team reviews their submission and either approves it (which sends the producer agreement out to sign) or declines it. When it is off, agencies move straight from Licensed Agents to Contract Signing with no manual checkpoint.
Who uses it. Carrier, MGA, and wholesaler administrators (typically licensing managers, compliance leads, or legal owners) turn this gate on or off once for the whole organization. Day-to-day, reviewers in the Admin, Compliance, or Legal role act on agencies that are sitting at the gate.

Note: This gate applies only to invited agencies. Agencies you added manually or bulk-uploaded show a Data Completeness view instead and never sit at the review gate.
Accessing Pre-Contract Review
The Pre-Contract Review panel lives inside the global Settings modal, which opens over whatever page you are on.
Click the Settings icon in the bottom-left of the left sidebar.
In the left-hand list of the Settings modal, under the Organization group, expand Agency Onboarding.
Click the Pre-Contract Review child item (its icon is an eye).
The Pre-Contract Review panel loads inside the modal.
Close the modal at any time to return to the page you were on.

Configuring the Pre-Contract Review Step
When you'd do this. You're rolling out agency onboarding and your compliance or legal team needs a final look at each agency's submitted data before that agency is placed on contract. Turn this on so every new invitation pauses at the review gate. Leave it off if you'd rather have invitees move straight from data collection to signing.
Open the Pre-Contract Review settings panel using the navigation steps above.
Find the Require Manual Review? row.
Click the toggle to flip it on or off. There is no submit button; the change auto-saves as soon as you click.
A success alert reading "Onboarding settings updated successfully" confirms the change was saved.

Note: The toggle applies to future invitations only. Each agency carries the value of this setting as it was at the moment they were invited, so flipping the toggle later does not retroactively add or remove the review step for agencies already in flight.
Tip: Only users with permission to update Agency Onboarding settings can change this toggle. Users without that permission see an inline notification on the toggle, and if they try to change it the update is blocked.
What Happens When Pre-Contract Review is Required
Once an invited agency finishes the Licensed Agents step (the last data-collection step before contract signing), Turris holds them at the review gate until your team acts.
What the agency sees
The agency lands on an Awaiting Review screen with a Pending Review message box that:
Confirms their onboarding information has been submitted and is being reviewed.
Tells them your organization is now reviewing their application before contract signing.
Lists two next steps under What happens next?: (1) your team reviews the submitted information, then (2) once approved, they receive an email invitation to sign the producer agreement.
Reminds them: "We'll notify you by email when the review is complete."
When you approve the application, the screen updates to a Review Approved! confirmation with a green check icon and the message "Your application has been approved by [your organization]. You can now proceed to sign the producer agreement." They also receive an email notification.
What your team sees
On the agency's detail page, the Onboarding Progress card shows a Pending Your Review banner. Its message reads: "This agency has completed their onboarding steps and is waiting for your review. Please review their submitted information and either approve or decline their application." The banner offers two actions:

Only users with the Admin, Compliance, or Legal role can approve or decline. Users in other roles still see the Pending Your Review banner, but in place of the buttons they see the note: "Only users with Admin, Compliance, or Legal roles can approve or decline applications."
Note: When the review was triggered by a custom question rule (configured under Agency Onboarding → Custom Questions), the banner shows a Triggered by custom question rule badge, and the primary button reads Review application instead of Approve & Request Signing. The review slide-over then opens with a panel explaining which rule fired.
Approving an Agency
When you'd do this. You've inspected the agency's submitted onboarding data, it passes your review, and you want to send them the producer agreement to sign.
On the agency's detail page, in the Pending Your Review banner of the Onboarding Progress card, click Approve & Request Signing (or Review application if the review was triggered by a custom question rule).
The Approve & Request Signing slide-over opens. Its header reads "Select a producer agreement for this agency. Once approved, they will receive an email invitation to sign the agreement." An Approve Agency info box reminds you to review their submitted information before proceeding.

Click Approve & Request Signing at the bottom of the slide-over (or Cancel to back out).
The agency leaves the review state, advances to Contract Signing, and receives an email invitation to sign the selected agreement.
Note: Approval mirrors the standard contract issuance flow used outside the review gate. The selected producer agreement and any custom field values flow into the signing step exactly as if the agency had been issued an agreement automatically.
Step Status Indicators on the Onboarding Progress Timeline
While the Pre-Contract Review gate is in effect, the Pre-Contract Review entry on the agency's Onboarding Progress timeline reflects one of four states. Each has its own color and icon.

Frequently Asked Questions
When should I require a Pre-Contract Review? Turn it on whenever your team needs a final compliance, legal, or operational check before an agency goes on contract. Common reasons include verifying uploaded documents, confirming the right producer agreement applies to the agency's product mix, and gathering internal sign-off before activation.
What if I leave Pre-Contract Review off? Invited agencies skip the manual review gate and move straight from the Licensed Agents step to Contract Signing, with no team intervention required.
How is the producer agreement chosen during approval? In the Approve & Request Signing slide-over you pick a template from the Select a contract template field, populated by the templates set up under Agency Onboarding → Contract Signing in Settings. If the chosen template defines custom fields, an Additional Agreement Information section appears so you can fill them in; those values are stored with the agreement sent to the agency.
Why does the button say "Review application" with a "Triggered by custom question rule" badge? That agency was flagged for manual review by a custom question rule rather than by the routine gate. The review slide-over opens with a panel explaining which rule fired, so you can see what answer triggered the review before approving or declining.
Why can I see the Pending Your Review banner but not the action buttons? You do not have an approval role. Only Admin, Compliance, and Legal users can approve or decline applications. Ask a colleague with one of those roles, or contact your administrator, to take action.
What happens if I decline an application? The agency record is removed from your organization and the invitee receives an email letting them know their application was not approved. They cannot continue onboarding under the same invitation. If you change your mind later, contact Turris support to discuss reactivation.
Do I need to click a Save button? No. The page auto-saves. As soon as you flip the Require Manual Review? toggle, the change is sent to Turris and a success alert confirms the update.
Does this setting affect agencies that are already on contract? No. The toggle only governs the onboarding flow for newly invited agencies. Agencies that already completed onboarding and signed an agreement are not pulled back into review.
Can I require Pre-Contract Review for some agencies but not others? The toggle applies to every new invitation sent while it is on. To handle exceptions, flip it off just before sending an invitation that should skip the gate, then flip it back on after. Each agency carries the value as of the moment they were invited. A custom question rule can also gate individual agencies for review independently of this toggle.
Best Practices
Decide on a review policy up front. Before you start inviting agencies, agree internally on whether every invitation should be gated by manual review. A consistent policy avoids confusion for both agencies and reviewers.
Assign clear ownership for reviews. Make sure the people who will see the Pending Your Review banner actually hold the Admin, Compliance, or Legal role. Without one of those roles, they can see the banner but cannot act on it.
Keep your contract templates clean. Because approval requires picking a template under Agency Onboarding → Contract Signing, keep templates current, clearly named, and free of stale entries. Ambiguous templates slow reviewers down.
Communicate the wait up front. If you require Pre-Contract Review, tell invited agencies in your introductory email that an internal review happens before contract signing. Setting expectations reduces "what's next?" support tickets.
Action pending reviews promptly. Agencies in review cannot make further progress. Aim to approve or decline within a few business days to keep your onboarding funnel healthy.
Capture decline reasons internally. When you decline an agency, log the reason in your own records. The agency receives only a generic "not approved" email, so internal notes matter for future reference and re-engagement.
